František Konečný graduated from the Czech Technical University in Prague, specialising in system engineering in the construction industry. He is a court-appointed expert for economy and property valuation. He has gained long-term experience from both the private and public sector and previously held important positions at a regional technical college.
He was external counsel to Minister for Regional Development Věra Jourová (Government of the Czech Republic) between 2014 and 2015. Since 2014, he served as Deputy Mayor of České Budějovice (South Bohemia), his responsibilities covered transportation, regional development, architecture, urban planning and two companies – one operating the city's public transportation system and another operating the city's airport. Since April 2019, he is city councilor.
